Executive Director

Pamela M. Palmer, Ph.D.

Pamela Palmer has served in various roles related to leadership, organizational, program, and community development. She is a Professor in the Human Relations, Sociology and Nonprofit Studies Department, at High Point University in High Point, NC. Pamela received the Outstanding Faculty Award, of the Evening Degree Program, at High Point University in 2003-04 and 2004-05. Her professional experience also includes consulting in the areas of program development and management, organizational development, staff development, program evaluation, and community development. She also has a special interest in church development. It is her desire to support church-based initiatives that help members maintain a spiritually-driven life. She currently leads the Guilford County Resource and Referral Center one of the incorporators and Executive Director.

She attended Winston-Salem State University (undergraduate school) and North Carolina A&T State University for her Masters Degree in Human Resource Counseling. Pamela completed the Leadership Studies Doctoral Program at North Carolina A&T State University.

In addition, Pamela has served and continues to serve, on various nonprofit boards and committees, in hopes that she will make contributions that foster quality services and integrity; to the many individuals impacted by human services on a local, state, regional, national and international level. Some of her recent board and volunteer commitments are to her church, the United Way of Greater High Point, Guilford County Area Mental Health Association, Mayor of High Point's Workforce Preparedness Task Force, and Executive and Program Committee member of the American Friends Service Committee. Other volunteer and board commitments over the years include YMCA of Jamestown, Davidson County Smart Start, Youth Unlimited, North Carolina Institute of Political Leadership, Head Start (Raleigh, NC), the Volunteer Center of Greensboro and a host of others.

She grew up in Lexington, NC and resides in Jamestown, NC - with her husband Alan Palmer, four year old son Joshua and her mother Ann Mitchell.

Pamela views herself as a resource for individuals and organizations seeking to develop or enhance their ability to contribute to their community.

Director of Community Outreach Initiatives

Janice Billie Buxton, M.A.

Janice Buxton is one of the incorporators of the Guilford County Resource and Referral Center. Janice is the Director of Community Outreach Initiatives. Janice attended High Point University (undergraduate and Graduate) where she obtained a Master's Degree of Public Administration Nonprofit Organizations and a Bachelor's Degree in Human Relations. Janice is passionate about helping people through their life challenges.

Janice has been working with children and families for nearly 15 years in an array of positions including being a volunteer in the North Carolina Guardian Ad Litem Program where she was trained to be an advocate to represent and promote the best interest of abused, neglected, and dependent children in the state court systems, served as Vice-President of a Youth Department, and is working in the mental health field as a Qualified Professional. Janice has over 5 years of experience working directly with people in the human services field.  Janice also assist with consulting in the ares of program development and management, organizational development, staff development, program evaluation, and community development.  Janice has been married for 22 years and has two children (a daughter and son).

Director of Direct Care Services

Shawana Torrence, M.S.

Shawana Torrence is currently serving as a volunteer of The Guilford County Resource and Referral Center. Shawana is the Director of Direct Care Services. Shawana has a Bachelor's Degree in Human Relations from High Point University and a Master's Degree in Adult Education from North Carolina A&T State University. Shawana enjoys helping others through their challenges in life as well as assisting Adults in their education endeavors.

Shawana has years of experience in mental health and is an advocate for consumers and their well being. Shawana has served as the President of the Stewardess Board and is currently working in the mental health field as a Qualified Professional. Shawana is very passionate about helping others to work towards their goals while maintaining a quality of life that is rewarding for them.

Assistant Director of Direct Care Services

Crystal Rucker-Raspberry, B.A.

Crystal Rucker-Raspberry is a volunteer Assistant Director at The Guilford County Resource and Referral Center. She has a Bachelor of Arts Degree in Human Relations from High Point University located in High Point N.C.

She has worked in the field of mental health and community services for many years. Through these years of experiences she has learned to relate to different populations and tailor services to meet the unique needs of those she serves. She sees the whole person and not just the problem of the individual.

Crystal views herself as a community advocate for individuals in her community, who are in search of the quality of life resources.

Director of Development and Finance

Alan Palmer

Alan Palmer is a seasoned businessman and entrepreneur. Mr. Palmer brings eighteen years of mental health and human service experience to the Guilford County Resource and Referral Center. He has served in roles of Director of Willie M group homes, Senior Vice President of a Mental Health Agency and is now current owner of a Supervised Living Home for Developmentally Disabled Adults. Mr. Palmer is also currently owner of Genesis Custom Clothing which provides custom wear for men of all sizes. His diverse business experience includes leadership, management, marketing and money management strategies relative to maintaining and sustaining an organization. He attended North Carolina A&T State University and majored in Business Administration.

Mr. Palmer grew up in Siler, City North Carolina, has been married for ten years and resides, with his family, in Jamestown North Carolina. He prides himself in providing quality services, through careful business management, while enhancing and serving the needs of others.
